• Focus on relationship of the Council Presidency with the European Parliament: understanding
the functioning and main actors of the European Parliament, deciphering the ordinary
legislative procedure and the crucial phases for Presidency.
• The rotating Presidency from the Brussels perspective: organization and coordination of the
Permanent Representation, relationships with the capitals.
• Support of the General Secretariat (agenda, coordination within the Council, in the course
of the negotiation process, etc.).
• Chairing a Council Working Group: negotiation strategies, formal and informal negotiation,
relationships with other institutions, case study on a specific dossier.
Expected results
After completing this course the participants:
• will have a better grasp of the challenges and
responsibilities of the preparation process of the
Presidency of the Council of the EU;
• will know the main aspects and steps of the process
of preparation for the Presidency of the Council of
the EU;
• can identify the key players, institutional environment
and useful contacts for the incoming Presidency;
• will improve their knowledge, skills and expertise,
necessary for the professional tasks in the
preparation process for the incoming Presidency.

Bulgarian civil servants who participate
in the national EU coordination
mechanism under the CoMDecree 85/
2007; participate in the meetings of the
Counci l preparatory bodies and
present the national positions in the EU

A prior knowledge of the EU’s institutional setting is required.
The training course will be conducted in English language. Participants will receive a special invitation
for this course.
Influence and Lobbying Strategies within the EU (БЕС-6)

Description
Influence and lobbying strategies are part of the EU institutional reality.Therefore the Bulgarian
officials, involved in the decision making process of the EU, should have practical knowledge and
understanding of the EU lobbying mechanisms in order to present and defend effectively the
Bulgarian national interest in the EU negotiation process. The purpose of the course is to deepen
participants’ knowledge and skills in developing strategy and well-grounded position, in identifying
the “key players” of the lobbying process, in defining an adequate approach to work with them, as
well as to identify the potential opportunities for influence within the EU.
This training course is provided by IPA in a partnership with other European training institution.
Training content:
• How to achieve effective influence within the European Union.
• Constructing a strategy aimed at ensuring influence and participation in public decision-
making in the European Union.
• The Role of Permanent Representation at EU level (including the defense of national
positions).
• Working with the Council of the European Union.
• Working with the European Parliament.
• Working with the European Commission.
