A prior knowledge of the EU’s institutional setting is required. The training course will be conducted in
English language. Participants will receive a special invitation for this course.
Negotiation Process within the EU (БЕС-7)
In cooperation with HAUS, Finland
Description
Bulgaria’s EU Membership changed the working environment of the Bulgarian public service.
Now Bulgarian officials need to have knowledge and understanding of the negotiation process
within the European Union. This new course is aimed to develop practical knowledge, skills and
expertise of civil servants, involved in the decision-making process of the EU, in the field of EU
negotiation strategies, processes and techniques.
This training course is provided by IPA in a partnership with other European training institution.
Training content:
• The nature of negotiation: process management.
• The difference between national and community interest and how to combine them
• Components of successful negotiation.
• The EU negotiation process: legal basis, players, methods, procedures.
• Bilateral negotiation: from zero sum game to win-win outcome.
• Multilateral EU negotiation.
• Simulation case and debriefing. Individual coaching.
Expected results
After completing this course the participants will be
able to:
• Analyse the lobbying environment and the manner
in which national interests can be represented in
the EU;;
• Identify the main actors and how best to work with
them;
• Formulate an influence and expertise strategy by
moni tor ing key pol icies and administrat ive
developments;
• Construct good arguments in presenting and
defending National interests;
• Comply with the relevant ethical standards in this
sphere.
Target group
Bulgarian civil servants who participate
in the national EU coordination
mechanism under the CoMDecree 85/
2007; participate in the meetings of the
Counci l preparatory bodies and
present the national positions in the EU
decision-making process.

Expected results
After completing this course the participants will:
• develop their argumentation skills in delivering key
messages in the negotiation process;
• know how to utilize confidence-building measures
during the negotiation;
• improve their practical skills in coalition building and
chairing meetings;
• will improve their drafting skills for negotiation
process.
